Because you can’t cast it without a target.

Sometimes the downside can be an upside, like in many situation your land is target of land destruction. It adds that little amount of versatility to it, that makes it so great.

Good card, it doesnt replace "negate" but its still pretty good for what it does.

A mini Force of Will for budget decks. The downside to returning an island can be paying the 2 life for a shockland again.
