This card is screaming "ban me in modern!" :) maybe Vizier of remedies instead, but my bet is on Devoted druid

You can use Vizier of Remedies from Amonkhet and you still untap it while it gets no -1/-1 counters.

that's wrong... "put a -1/-1 counter" so you MUST do it... in order to untap druid... melira states that creatures can't have -1/-1 counters placed on them, so you can't untap it!
