Kind of like reverse psychology, it's doing so well that it's expected to get hit with the ban hammer, so people don't want to invest, but wizards can't decide if they want to ban Hogaak, so after every ban announcement where Hogaak doesn't bite it, the price spikes, which creates this bizarre price limbo.
