Functionally a Thoughtsieze for a fraction of the price and very little loss in utility. Great card.
I would sooner spend money on a playset of these than of those. You're going to try to get the base of your opponent's game, the combo enablers, the early game creatures, the accelerators, not the top of their mana curve.

More than 20€ for an uncommon, that's a shame. At this point it's much better to spend 80-90€ for RotE boosters than for a playset of uncommons...
